Government highlights boosting local revenue as the key to financial autonomy for local authorities

Praia, 27 Oct (Inforpress) – Boosting own-source revenue “is an essential condition” for the financial autonomy of Cape Verdean municipalities and for improving the provision of services to the public, the Minister for State Reform, Local Government and Decentralisation stated today.

“Strong and autonomous local government is only possible with financially robust municipalities – municipalities that have the resources to fulfil their responsibilities, meet the needs of their communities and support the decisions of their elected representatives. It is this capacity that gives substance to autonomy and enables us to serve the public better,” explained José Casemiro de Pina.

The official was speaking at the opening of the second national workshop on Local Finance, which is taking place today and on Wednesday 28th in Praia, as part of the Joint Programme for the Promotion of Local Development.

According to the same source, endogenous revenue accounted for 39 per cent of municipalities’ total revenue in 2025, although its share varies between 4 per cent and 84 per cent, highlighting “significant differences” in local authorities’ financing capacity.
