
Praia, 11 nov (Inforpress) - The Government has created the Cabo Verde Tax and Customs Authority (ATCV, I.P.), a new public institution with administrative, financial, and asset autonomy, aimed at improving the efficiency and effectiveness of tax administration.
According to Decree-Law No. 34/2025, dated November 4 and published in the Official State Gazette (BOE), the creation of the ATCV aligns with the Government Program and the 2021–2026 Motion of Confidence, which seek to strengthen tax competitiveness by combating evasion and broadening the tax base.
The Government explained that the establishment of a tax authority will provide the fiscal administration with greater autonomy and operational capacity, enabling it to “perform its duties with high levels of efficiency and effectiveness.” It will also include an advisory council representing key stakeholders in the tax system.
With this initiative, Cabo Verde takes “another step toward modernizing its Tax Administration,” replacing the National Directorate of State Revenues (DNRE), whose integration into the direct State administration limited its autonomy.
