Parliament: Article seventh of the Regionalization Law has been voted down twice

Praia, Apr 12 (Inforpress) – MPs twice voted down on article seven of the Regionalization Law this afternoon during the discussion on the specialty of the law proposal that creates the administrative regions and regulates their mode of election, their attributions and organization.

Article 7 of the law on regionalization, considered the heart of the law proposal and which deals with “bodies and mandates”, was the point that brought the debate to a close, because despite the “wide discussion” between the groups, the law proposal remained “stranded”, leading to the suspension of the sitting three times for lack of consensus in the afternoon, before voting.

The Minister of Parliamentary Affairs, Fernando Elísio Freire, and the party that supports his Government, Movement for Democracy (MpD), argued that the seventh article should be “voted as it is in the Government’s proposal” because they considered that the Regionalization “was widely discussed in the country” and presented “in all municipalities”.

However, the African Party for the Independence of Cabo Verde (PAICV, opposition party) accused the Government of the Movement for Democracy of “resurrecting” Article 6, which “had already been hit” at the March session, “by attaching it to Article seventh without a prior agreement” with the opposition.
