Praia, July 9 (Inforpress) – The law that defines the monthly financial pension for the victims of torture and ill-treatment in São Vicente and Santo Antão was approved today by the Special Committee on Constitutional Affairs, Human Rights and Reform of the State.

The proposal, which was presented by the Minister of State for Parliamentary Affairs and Minister of the Presidency of the Council of Ministers, Fernando Elísio Freire, was unanimously approved by the Members present at the meeting.

It defines a monthly pension of 75.000 escudos with the possibility of being attributed posthumously and in case of death a survivor’s pension is awarded to the heirs of the beneficiary.

The beneficiaries of this law are persons who, in 1977 and 1981 in São Vicente and Santiago, respectively, were involved in legal proceedings and were victims of police beating without any kind of guilt or reason for doing so and who never saw their rights compensated.
